You can be arrested for DUI in Florida even if your vehicle is not moving. It’s called being in actual physical control of that vehicle. Even if you pull over to the side of the road and sit in the car with the car off, if the Law Enforcement Officer comes upon you and you’re found to be DUI, you can be arrested and convicted for that DUI. You need to take those keys out of the ignition. Put them in the trunk if you have to. You have to take them out of your ready reach.
